BIO

After graduating from Richmond Academy in Augusta, Mr. Paine received his BBA and JD degrees from the University of Georgia in 1970 and 1973, respectively.  Mr. Paine has practiced law in Augusta since his start in 1973. Active in civic, business and professional organizations, he has been a member of the Forum Committee on Health Law of the American Bar Association, the American Health Lawyers Association, and the National Association of Bond Lawyers.  He served as an appointed member of the City Council of Augusta from 1992 to 1995. Mr. Paine also served on the Board of Governors of the State Bar of Georgia from 1987 until 1999, and he has served on the Board of Visitors of the University of Georgia Libraries since 2001. He has served as a member of the Board of Directors of numerous non-profit organizations and closely held companies.

Mr. Paine has been involved in development and/or financing of commercial real estate and healthcare transactions for more than 45 years, including tax-exempt bond issue financings in multiple states, as well as numerous health care ventures including nursing homes, clinical laboratories, a lithotripter, a hospital, and an HMO.  He was an organizer of Georgia Bank & Trust Company of Augusta in 1988, and he served on the Executive Committee of the Bank, as well as being Corporate Secretary, Director and Legal Counsel to the Bank from 1988 to 2003. With more than $2 billion in assets, the Bank was acquired by South State Bank in 2017. Mr. Paine also served on the Board of Directors of Georgia Bank & Trust Company of Columbia County (formerly known as First Columbia Bank) in 1992, prior to its merger into Georgia Bank & Trust Company. Mr. Paine has also served twice (2000-2001 and 2002-2003) as Chairman of the Bank Counsel Section of the Georgia Bankers Association, and he has twice served as President of the Augusta Richmond County Historical Society.

He has been actively involved with the development of multiple retail projects in the southeast (both clients independently and in association with a regional retail group in 2006-2007), including 5 Walgreens stores, 7 Starbucks stores, and several free-standing cellular phone stores and strip shopping centers. Since 2008 Mr. Paine has provided dispute resolution services to attorneys and their clients as a Registered Arbitrator and Registered Mediator.

When not practicing law, Mr. Paine enjoys travel, cycling, fitness activities, golf, and the company of his family and friends.
